Tindale-Oliver & Associates, Inc. (TOA) was formed in 1989 by Steve Tindale and Bill Oliver, both of whom had extensive experience in the public and private sector, thus incorporating their knowledge and experience to allow TOA to provide solutions to meet client transportation planning and infrastructure needs. Now a firm with more than 52 employees, the principals of TOA have invested more than 90 years of their professional careers working for local and state government agencies. This experience affords a real life understanding of the issues faced by government officials, related to transportation planning, innovative infrastructure financing alternatives, and implementing those alternatives.
