Volusia County, and the Cities of Deltona and Deland, jointly approved a government-initiated area-wide DRI application for a business/employment center at the I-4/SR472 interchange in 2003. The development order provides for 17.3 million sq. ft. of commercial and industrial uses, and 3,300residential units. The agencies needed to establish how the development order would be administered, and how the proportionate share assessment would be allocated. TOA's services addressed development of an inter-local agreement and the proportionate share computation. |

TOA was contracted to the downtown parking issue by a developer interested in building the arena and a downtown hotel that would serve the arena. The initial inclination of community leaders was to look at the area surrounding the football stadium - outside of the downtown area. |

TOA undertook a transportation planning study, developed a transportation system plan, and addressed the transportation issues of concern to the Florida DCA the subsequent concurrency approval of specific amounts of development, roadway financing, and level of services criteria were developed. |
