Joel has been involved in transportation planning and research for the last 19 years, with a particular emphasis on public transportation planning. He has managed and conducted numerous projects related to transit system capital and operational planning, performance assessment, cost estimation, funding, and market analysis; transportation impact fee development; corridor analysis; parking planning and analysis; transit safety and bus accident tracking and analysis; transit bus stop infrastructure guidelines; advanced public transportation systems; and bus rapid transit, among others. He has been active with the Transportation Research Board and served on its Urban Transportation Data and Information Systems Committee from 1996 to 2004. In addition, he has authored a number of technical reports, articles, and publications and has presented the results of his work at local, state, and national conferences and meetings.
Joel has master's and bachelor's degrees in Civil Engineering from the University of South Florida and is a registered Professional Engineer in Florida. He is a member of the American Planning Association, the Institute of Transportation Engineers, the Florida Public Transportation Association, and the Transportation Research Board's Committee on Urban Transportation Data and Information Systems. |
