With 19 years of experience, Joel has focused on transportation planning and operations. He has worked with most of Florida's transit agencies in the areas of transit system capital and operational planning, performance assessment, cost estimation, funding and market analysis, and bus rapid transit, among others. He has been with TOA since 2002 and will direct the activities and staff development of the Transit Team.
