TOA is nationally recognized for its work with public finance and impact fees, having successfully completed more than 100 impact fee studies throughout Florida and the southeast.  TOA has pioneered advancements in the structure and theory of public finance through annual participation in national committees. No impact fee study or ordinance completed by TOA has ever been successfully challenged through any legal process or court system.  Impact fee studies have included correctional facilities, emergency medical services, fire, government buildings, law enforcement, libraries, parks and recreation, schools, solid waste, and transportation.
