Collier County has been experiencing significant population growth until recently. During the same growth period, land values and construction costs increased rapidly. TOA has been contracted by Collier County repeatedly since 1992 to develop or update impact fees in seven program areas. |

Fire Funding Methodology Study | City of Palm Bay, FL

The City of Palm Bay Fire Rescue Department is funded with the General Fund revenues. Given the recent decreases in its tax base, the City of Palm Bay retained Tindale-Oliver & Associates to prepare a fire funding methodology study that would evaluate
alternate revenue sources, including non-ad valorem assessments and fire fees. |

Impact Fee Studies | Orange County, FL

Orange County has historically implemented impact fees to address the infrastructure costs associated with new growth. In 2005, to address cost and land value increases, the County retained Tindale-Oliver & Associates, Inc. (TOA) to update several fee areas, including fire rescue and schools. In addition, the County retained TOA to develop a new parks and recreation facilities impact fee program for the County. In 2011, the County retained TOA again to update its transportation and parks impact fees. In addition, TOA has on-going contract with the County to review alternative impact fee studies. |

Fire Facilities Plan | City of Bartow Fire Department, FL

In response to increasing population and demand for fire services, the City of Bartow Fire Department retained Tindale-Oliver & Associates, Inc. (TOA) to develop a Fire Facilities Plan for the purpose of determining current and future fire station location needs. This study will be used by the Fire Department to optimally locate and phase the construction of future fire stations. |
