Over the past ten years, TOA has worked extensively with Florida DOT, MPOs, and local government traffic engineers throughout Florida to develop a unique, data driven approach to identify and manage safety issues.

TOA staff have significant experience in the following:

Crash Data Management System (CDMS)

The Crash Data Management System is a custom software suite developed by TOA that helps address traffic safety issues through the analysis of crash data and other traffic data.

The CDMS tools are adapted to target safety concerns trough the 3E approach (engineering, enforcement, and education), and integrate the State of Florida's Strategic Highway Safety Plan Emphasis Areas.

Safety Screening Report

The Safety Screening Report combines high crash location review with user-defined criteria to evaluate the potential application of low-cost countermeasures. The report uses databased automation and GIS tools to expedite review of candidate locations.

Safety Project Development

TOA has also used GIS crash data to identify candidate projects for FHWA set-asides such as High Risk Rural Roads and Safe Routes to Schools

Pedestrian Safety Action Plans

Pedestrian Safety Action Plans coordinate with FDOT, city and county public works, school boards, law enforcement, transit agency, MPO, and non-profit agency staff to develop and implement goals and strategies to reduce pedestrian crashes. Key strategies may include:

  • Improve mid-block crossing safety
  • Enhance signalized intersection pedestrian facilities.
  • Education and enforcement initiatives
  • Pedestrian safety audits for existing facilities and planned projects.
