In the TOA’s work as General Planning Consultant to FDOT and for MPOs and county and city governments throughout Florida, TOA has provided broad-based direction and made public presentations for a variety of projects that have significant safety components. Over the past five years, TOA has worked intensively with FDOT, local government agencies, and traffic engineering consultants to develop crash/safety data management systems and perform safety engineering analysis.

Crash Data Management System (CDMS)
The Crash Data Management System (CDMS) is a custom tool suite developed by TOA that helps address engineering and safety issues through the analysis of crash data. The CDMS tools are adapted to target safety concerns through the 3E approach (engineering, enforcement, and education), as well as integrating the State of Florida’s Strategic Highway Safety Plan Emphasis Areas. CDMS tools include query based thematic mapping, collision diagramming, multi-selection comparison charts, SQL query building tools, and data sharing functionality. The CDMS can be used to easily identify high crash frequency locations and be utilized to communicate findings using detailed, user-defined reports.
A key aspect of the CDMS is the ability to cross-reference county and state data sources to assess both regional and local crash related issues. The CDMS represents a collaboration of agencies with a common goal to provide innovative and timely solutions to address safety. These TOA utilities enhance the capabilities for crash analysis through:
- Summary charts for easily understanding and comparing data
- A query builder for easily filtering crash records
- An export tool for crash reports and file type conversion
- An intersection diagram for graphically representing crash related vehicle movements
- User-defined database reports containing charts, graphs, and data summaries of the queried crash records

Safety Screening Report
The Safety Screening Report combines high crash location review with user-defined criteria to evaluate the potential application of low-cost countermeasures. The report uses data based automation and GIS tools to expedite review of candidate locations.

Pedestrian Safety Action Plans
Pedestrian Safety Action Plans (PSAPs) coordinate with FDOT, city and county public works, school boards, law enforcement, transit agency, MPO, and non-profit agency staff to develop and implement goals and strategies to reduce pedestrian crashes. Key strategies may include:
- Improve mid-block crossing safety
- Enhance signalized intersection pedestrian facilities
- Education and enforcement initiatives
- Pedestrian safety audits for existing facilities and planned projects
