William has more than 13 years of experience in transportation planning and engineering that is directly related to MPO, city, and county long range transportation plans, comprehensive plans, corridor preservation plans, concurrency studies, congestion management systems, areawide transportation plans, corridor and design traffic studies, urban growth boundary studies, and land use forecasts.
He has led many of TOA's recent projects associated with the development and implementation of concurrency management systems, including proportionate fair share ordinances and traffic impact study procedures development. He is proficient in the application of travel demand forecasting models, GIS, and capacity/level of service software to support comprehensive plans and EAR analysis and has directed TOA's development of planning software products including concurrency management systems and proportionate fair share tracking software.
William has a master's degree in Public Administration from the University of Central Florida and bachelor's degree in Geography from Stetson University. He is a member of the American Planning Association, the Institute of Transportation Engineers, and the Congress for New Urbanism. |
